Looking for PDF editing solution

We are getting more work that requires hyperlinks that are created from a supplied PDF. Is there a software solution that handles this similar to how Indesign does it. InDesign can create perimeters to have text color change underline and hyperlink all at one time. Most of the major editing software support hyperlink, but it clunky and several functions need to done to make it look uniform. We have 90 hyperlink to make this week on one PDF document.
 
You can add them using Acrobat Pro and do many other kinds of edits (if needed) with PitStop Pro.
 
At the risk of sounding like a teacher, I'll point out that the PDF format is a method of describing and reliably portraying a document exactly as it existed at the time of creation. It sounds like you're trying to create a new version of the file, which would require some sort of word processing product.

For instance, with our desktop PDF editor, you can add and edit hyperlinks tied to elements on the document.

If you want to modify the actual document underneath, you would need to convert it into a word processing file, make the changes, and then convert it back into a PDF file.
