Plate does not want to accept ink on outside edges.

Hello

I'm running a 2 color Man Roland. When I am trying to lay down a small 13" solid, the outer edges of the image area on the plate do not want to accept ink. I've replaced the water form rollers. I haven't introduced anything new (fountain solution, plates, etc) into the system. It acts like plate blinding. Anyone else ever run into this issue?

Water repels ink so on small image areas investigate 'water stops'
