In January, the US Department of Commerce assessed preliminary countervailing duties from 4.4% to 9.9% on uncoated groundwood paper used in newspapers, directories, books and advertising circulars printing. Then, last month it added additional preliminary antidumping duties, on top of the countervailing tariffs, of up to 22.16% resulting combined tariffs of up to 32%.

This is a brutal situation for a print segment that has already been battered by advertisers turning to digital media.
