who decides the print specification with which to work ?

I work in the pre-press department of a large printing house. I control the colour management from the preparation of the graphics to the creation of the plates. We have always worked to the SWOP standard, the old version. I know that there is the new 2006 version. I am also aware of the Fogra and Gracol specifications. My question is this, How do determine which specification to work with.? Our machinery include Muller Martini Progress, Alprinta and Pronto. All these machines print continious feed not sheetfed. Is it the print condition that determines the specification, of the area in the world, or am I missing something really basic ?

I would be vert grateful of a little guidance.

Thanks. I would like to upgrade to swop 2006. We do not control what comes in to the pressroom but we have complete control over how it leaves the pressroom. Most of our work is CMYK.
