Xerox flip-flopping hard on their dpi vs. bit depth argument

The Xerox PDF that you attached is fairly accurate.
"DPI" is not a resolution specification. It is an addressability specification. In the PDF Xerox alludes to this when they say: "Vertical dpi is determined by how quickly the device moves paper through the engine when printing." I.e. the resolution (size of the splat of toner/ink) does not change - just the addressability changes. I.e. The device can place more of the same size splats in a smaller area. Where you might see a difference in output between a one bit and a multi-level/bit depth output device is in pastels and line art.
