any advise on running a fanout test on a Goss newspaper press, attached is a sample of the test file

That test you included would do the trick. What we do in our Newspaper Plant is to physically move the neg (first color laydown) one line toward the gutter. That works great for us, sadly, we are still film based production.. Do not know how we can do this prepress-wise when going to CTP.
