Ink accumalition on cylindres unknown reason

Hello.
I run offset presse Heidelberg 08P . I had hard ink into cylinder which Make thé papier dirty . De use fresh ink .atécé . Could you Help .

I see plate "picture framing" in one of the photos.
This is slight non-image area sensitivity that is cleaned off the plate, blanket and impression cylinder by the paper sheet. However, areas larger than the sheet size steadily accumulate that ink and build up, transferring to other nearby parts. Eventually it starts to mark the paper sheet as it slaps, scuffs, rubs up against it.
The press looks "FILTHY" and needs daily maintenance to clean it up.
Do you wash impressions cylinders after each job?
 
I would definitely check all roller settings. Plus your fountain solution. I agree with Steve, you need to clean on a regular basis.
 
Man that press needs help. I see emulsifying ink as a major issue, Do you have roller stripping forcing you to add more ink which only intensifies the problem. Are you a pressman and know what to look for?
