Systems or Functional Management Model?

How many folks use a systems model for management, as opposed to using a model based on seperate functions? For my part, I've never worked in a shop that uses the systems model. The separate functions have been managed as such, with only anecdotal or inadvertant concern for the requirements of the system. What sort of exerience do you folks have?
