what is this kind of padding called?

Does anyone know what this kind of padding is called? Or what is involved to make it.
This particular one has a hexagon finish to it, but I have another one that looks more like linen. It is much stronger than regular padding glue and flexes more like a perfect bind glue.

Looks like it might be some kind of tape instead of glue.

To me it looks like some type of reinforcing material, kind of like the cloth/gauze that's applied to hard cover book blocks to strengthen the spine.
