Color management with varnish or unvarnished?

The tests forms that generate the standard characterization data, type gracol2006, gracol2013 are printed with varnish applied on the surface or unvarnished?
We do packaging with varnish water based and UV gloss varnish.

GRACoL is not my area, however I believe that it is unvarnished – just as it’s “cousins” Fogra39 or Fogra51 are only for coated stock with no varnish or lamination.

The ECI does offer surface finished profiles for gloss (Fogra49) and matte laminate (Fogra50) based on Fogra39 conditions, however this is not varnish:
